Question of the Week #501

Welcome back to another Question of the Week here at The Confusing Middle! This one comes courtesy of Gregory Stock’s The Book of Questions, and it’s the kind of question that sounds like science fiction until you realize how much of the underlying technology already exists.

Here it is.

Would you want every person in the country to have genetic information saved in a DNA databank so that small genetic readers could accurately ID anyone at any time? What would be your biggest concern about such a system?

My answer is no. Not a hesitant no, not a “well, it depends” no. A flat no. And the more I sat with this question, the more I realized my objection isn’t really about the technology itself. It’s about what that technology would inevitably be used for once it existed.

The Pitch Is Always the Reasonable Part

Whenever someone proposes a system like this, the pitch sounds practical. Imagine never needing a driver’s license or a passport again. Imagine a missing person being identified instantly. Imagine fraud, identity theft, and impersonation becoming relics of the past because your body itself is the only credential you’d ever need.

I understand the appeal. I really do. There’s something almost elegant about the idea that you could never be mistaken for someone else, that the messy human systems of passwords and PINs and photo IDs could be replaced with something as unfakeable as your own genome.

But that’s always how these things get pitched. The benefits are the easy part to imagine, because they’re the part designed to be imagined. Nobody rolls out a national identification system by leading with the worst-case scenario. They lead with convenience, with safety, with the version of the future where everything works exactly as intended and nobody with bad motives ever gets their hands on the keys.

That’s the part of the question Stock is really asking, underneath the surface. He’s not really asking whether you’d like a more convenient way to prove you are who you say you are. He’s asking how much trust you’re willing to place in whoever ends up holding that database, and what you think the odds are that the system stays as benevolent in practice as it sounded in the pitch.

Where My Mind Goes First

I’ll admit my brain goes to dystopian fiction almost instantly with a question like this one. Not because I think every government surveillance program is secretly evil, but because the entire genre of dystopian fiction exists precisely because writers keep asking the same question Stock is asking here, just dressed up in a novel instead of a question book. What happens when the state knows everything about you, all the time, without needing to ask?

There’s a reason this kind of premise shows up again and again in storytelling. It isn’t paranoia for its own sake. It’s pattern recognition. Every time a society has built an infrastructure of identification, that infrastructure has eventually been used for more than its original stated purpose. Census records become surveillance tools. ID cards become sorting mechanisms. Convenience becomes control, not because anyone planned it that way from day one, but because once the capability exists, somebody eventually finds a use for it that the original designers never intended and might not have approved of.

A national genetic databank with handheld readers capable of identifying anyone instantly isn’t just an identification system. It’s an infrastructure of total visibility. And infrastructure, once built, rarely stays confined to its original purpose. That’s the Big Brother instinct kicking in for me, and I don’t think it’s an overreaction. I think it’s the appropriate response to a question that’s really asking, “How much do you trust the people who would run this?”

The Concern Underneath the Concern

Stock’s question asks for your biggest concern, and there are several legitimate ones worth naming. Privacy is an obvious one. So is the simple fact that any database, no matter how secure, is a target, and a genetic database would be a target unlike any other, because unlike a password, you can’t change your DNA after a breach.

But if I’m honest about which concern keeps me up the longest, it isn’t the breach scenario. It’s discrimination.

A password leak is bad, but it’s a problem you can eventually solve. You change the password. You freeze the account. You move on. Genetic information doesn’t work that way. If a system like this existed and that information ever made its way into the wrong hands, whether through a breach, a subpoena, a change in who’s allowed to access the database, or just a slow erosion of the rules over time, the damage wouldn’t be a single bad afternoon. It would be the kind of damage that follows a person and their family indefinitely.

Imagine an employer who can quietly access a genetic predisposition for a costly illness and starts looking for paper-thin reasons to avoid promoting someone, or never hiring them in the first place. Imagine an insurance company adjusting premiums, formally or informally, based on something a person never chose, inherited from parents and grandparents who never had a say in the matter either. Imagine that kind of discrimination becoming normalized, not through some dramatic policy announcement, but through the slow, quiet accumulation of decisions nobody can quite point to as the moment things changed.

What makes that scenario so unsettling to me is how invisible it would be. A surveillance breach makes headlines. Genetic discrimination, by contrast, can hide behind a hundred plausible-sounding excuses. Nobody has to admit that’s the real reason. They just have to be slightly more cautious, slightly less generous, slightly quicker to pass on someone, and the discrimination becomes baked into ordinary decisions instead of standing out as a violation anyone could point to and challenge.

The United States actually has a law on the books meant to guard against exactly this, the Genetic Information Nondiscrimination Act, passed back in 2008. It restricts how employers and health insurers can use genetic information. It’s a real protection and it matters. But it also has real gaps. It doesn’t cover life insurance, disability insurance, or long-term care insurance, and it doesn’t apply to small employers below a certain size. A law written for a world of optional genetic testing isn’t necessarily built for a world where genetic identification is mandatory and constant. Laws tend to lag behind the technology they’re meant to regulate, and the gap between what a law covers and what a new system makes possible is exactly the kind of space where harm tends to live.

Why “Accurate” Doesn’t Reassure Me

There’s a specific phrase in this week’s question that I keep circling back to. The readers would “accurately” ID anyone. On its face, that sounds like a feature. Accuracy is good. Nobody wants a system that misidentifies people.

But accuracy is also exactly what makes a system like this so dangerous in the wrong hands. An inaccurate, fallible system has natural friction built into it. People can dispute it. Mistakes get noticed and sometimes corrected. A system that is reliably, perfectly accurate has no friction at all. It can be trusted completely by whoever controls it, which means it can also be relied upon completely by anyone with a less than noble use in mind.

I keep thinking about how the most concerning versions of surveillance in fiction and in history are never the broken ones. The broken systems are inconvenient and easy to mock. It’s the systems that work exactly as advertised that should worry us most, because their very reliability is what makes misuse so frictionless.

What I’d Need to See

I don’t think I’m a person who reflexively distrusts every form of identification technology. Driver’s licenses exist. Passports exist. Fingerprint scanners exist. I’m not arguing that all identification infrastructure is inherently sinister. What I am arguing is that there’s a meaningful difference between identification systems that confirm a narrow, specific fact, like whether you’re old enough to buy something or whether you’re authorized to enter a building, and a system built around something as comprehensive and permanent as your full genetic code.

If I tried to imagine a version of this idea I could actually get behind, it would need guardrails that go far beyond anything currently being discussed. Strict limits on what the data could be used for, enforced criminally rather than just civilly. A hard wall between identification and any other application, with real consequences for crossing it. Full transparency about who accesses the database and why, available to the person whose information it is. And some mechanism that doesn’t currently exist in any government system I’m aware of, a way to guarantee those rules can’t quietly expand five, ten, or twenty years down the road once the infrastructure is already built and the public has stopped paying attention.

That last part might be the real dealbreaker for me. Rules can change. Administrations change. Priorities change. The database, once it exists, doesn’t go away just because the original promises do. You can’t uninvent the system once people have made it their business to use it.

  1. The short answer: No — I wouldn’t want a universal DNA databank, and the biggest concern is power. Whoever controls that system controls the ability to identify, track, categorize, and potentially discriminate against every person in the country.

  2. A movie is worth a thousand words: “Gattaca.”

    I do think there needs to a national DNA database for *convicted*criminals* that can be shared with law enforcement agencies. Too many criminals cross state lines and get to start fresh.
